I think he means it might have been a ‘test’ vaccine strain that went rabid.

Ie, they were testing a SARS type vaccine. There’s always a chance that attenuated viruses ‘wake up’ and go rabid.

Well, up front, our folks are usually pretty up on this stuff, and this was emergent in December, the Chinese are all in on receiving these organisms for "research" via any means at their disposal. Given their stated desire to utilize biological weapons (Chi Haolian, former PRC defense minister, 2005) it's not giggly to conceive that our guys could work on countermeasures for this type of situation.

Additionally, our government has experimented numerous times on unsuspecting Americans with biological organisms considered innocuous at the time of the experiments.
