Yes. Just as there have always been people eager to seize control of the USA and subvert its vast wealth and power to their own possession, there have also always been people who would readily enslave other people.

There are today.

Such people have been restrained by law and by the traditions of Western Civilization in the past.

If such restraints were released--or even weakened--such people would attempt to achieve such ambitions and might succeed.
