The Northeast Kingdom of Vermont was where they would take the people from Appalachia and teach them how to be poor.

Well my area of Coos County (Oregon, not to be confused with Coos County New Hampshire, where my wife and I honeymooned) was a place where the folks from Appalachia moved to learn to be politically correct.

“We aren’t racist. We can’t be, because there aren’t any of them around here.”

That’s thanks to the Free-Soil party, and Republican Party, which enshrined its principals into the Oregon Constitution, making it illegal for blacks to live in the state. The state was progressive enough that this section of the constitution was finally appealed through initiative petition in the 1930’s, after having appeared on the ballot more than a dozen times over the previous three decades and being voted down.
