I think they've done thousands of tests and have all kinds of data, but they are internally pointing to some specious argument that there may be a problem with the tests so that they don't have to make the results "official" and therefore release them.
Since they will have to eventually release them, this can only be for the purpose of delay.

And that’s why all tests have to be sent to CDC.
