It looks like the absolute scumbag, Ryan, pushed for it and Pence went along briefly before calling it off because, contrary to their expectations, Trump mopped up the floor with HRC in their debate.
Pence then called for "Plan B" -- which is not explained.
Sadly, I am finding this information believable.
But maybe Pence has done adequate "Penance" by now. Clearly POTUS has known all about this incident (of October 2016) for a long time.

Evangelicals understand true repentance which means to turn away from the sin

I believe Pence has been left in place and not exposed in order to protect stability. President Trump would be less likely to win 2020 if his actions to repair the government collapsed it. I think Pence was a requirement of GOP support for Trump to win 2016 and he HAD to win. I think he has not been exposed to the Q public much because overall, how many would sleep well knowing the VP wants to crush, remove the president?
We saw Pence receive an envelop and Bush Sr’s funeral. And that’s really all we “needed” to know at the time. Q could have shown us more but what is gained by us if we believe someone close to the president is untrustworthy. The fact that it’s surfacing now, I believe, means more that will rock public perception is about to be revealed anyway. So he’s posed as being “on the ticket” for 2020 and gives talks posted on Whitehouse.gov, and which I HATE to post but sometimes do thinking it might have info useful to some.
I think it’s less likely a carrot (help us an allay your guilt) and more of a stick (do this or every aspect of every crime will be punished to maximum levels). But that’s just my 2 cents.
If you think Pence is loyal to Trump you probably don’t even know about the Cleveland Deal made just before the Republican National Convention. Oathkeeper NavyJack @USNJack shares, “There are a LOT of NEO-CONs in the cabinet (Pompeo, Coats, Haley, Perry, Cohn, Preiebus, etc.). All of them came with the Pence/Cleveland Deal. Paul Ryan was about to change the rules to allow delegates to vote however they wanted on the first ballot. Trump would not have been nominated.”
