When it was published, I think the death rate was still zero.
From memory - China reported its first death after about 60 confirmed cases.
From the beginning, the Chinese death toll has held close to 2.5% of confirmed cases.
Are the Chinese being truthful and competent?

Coronavirus quarantine relocating to Camp Roberts
SAN LUIS OBISPO COUNTY, Calif. - Monterey County Supervisor Chris Lopez announced that there may be a group of individuals returning to the United States from China who are exhibiting symptoms of the coronavirus.
This group will reportedly be moved from Travis Air Force Base to Camp Roberts, a California National Guard post that resides on the shared county line between Monterey and San Luis Obispo counties.
