I think maybe VP Pence advised governor to declare a public health emergency as that’s what Pence did with his state to combat an epidemic. Could be wrong but I think it’s a good move to be prepared.
The incubation period for this virus is not known—it is said to be 14 days.
It could be longer.
Which means you can be infectious all that time before you show symptoms.
Two deaths means hundreds could be infected already and not showing symptoms yet.
