There’s people in Mexifornia who have lived there 40 years and can’t speak English. Obviously they refuse to learn or are very stupid!
Lots of kids born there don’t speak a word of English until they go to school. And teachers have to waste time teaching them English, instead of teaching the American children. In Bakersfield, the ‘good’ teachers tell parents to get their kids out of the class, because they have to teach the class in spanish!
