I was thinking the “halves” are arranged by hierarchical rank, so the “bottom half” are not in charge but carry out directed tasks. I thought 99% of them are “good” (white hats) who merely filled procedural tasks and did not have access or power that would implicate them in the Russia hoax. As SB says, likely they are cooperating with investigation. Interesting that only 99% of them were “good”.

That they were “instructed” could mean either “by the black hats” (e.g., perform tasks as instructed) or they are not in the top half which will be questioned by Lindsay’s group so they will be/have been “instructed” re the coming days (not to talk to press etc.) instead. Those are my guesses
