Yes because psychopaths are willing to ignore the social boundaries of propriety and decency. They will push the edge of the envelope wherever it needs to go.

Normal people, restrained by civilization, are too reluctant to do this. Hence they can’t compete for that power.

The more power and money that flows through a central authority, the more power a government/bureaucracy has, and the steeper a hierarchy, the more it must necessarily attract psychopaths who will do whatever is necessary to climb the greasy pole, and the more moral people are repulsed from participating.

America’s founders absolutely understood this.
