We care about NEW viruses that are highly contagious, have a high death rate, and are spreading to other countries.
We know the threat of viruses that have been around for a while. And we take appropriate precautions.
Well, 2 of 3 criteria you mentioned are not in effect yet...”level of contagiousness”, is TBD and death rate is running less than SARS right now (like 8%, mostly males with pre-existing conditions), and yes it is spreading to other countries.
