I mean football teams review films of other teams’ plays. Based on how the team lines up you can figure out what play they’re going to run.
You can figure them out. You just can’t use technology to see them. If you have a runner on 2nd base, I guess you can go for it.
They were using video feed of the catcher’s signs in real time and then signaling the batter while he was in the box if off speed or fastball was coming. The Astro’s 2017 chase rate on breaking balls was supposedly pretty low at home.
What no one seems to mentioning is just how dumb are catchers and pitchers? It is down to stubbornness, laziness or dumbness that all catcher’s signs don’t have changing pre-decided indicators that change the signs or the sign order with today’s technology. You base it on inning number or the score or number of outs or anything else that changes.

Depends on the technology, does the other team have equal access to the technology, does the other team know that you are using said technology. Both teams have equal opportunity to steal signs non-electronically, so that more or less is a level playing field, it's the technology used that gives the unfair advantage.
