I think there are two classes of tickets:
1) the general “tickets” that are obtained through the web site, etc.. My belief is these are only semi formal; in eventuality, the lines are first come first served - so having such a “ticket” does not ensure entry. Rather this is also being used for demographics and planning as well - they can estimate demand and select a site, etc..
2) VIP tickets - I think there are VIP areas that are pre-screened, whether some time before the event or when some are selected from the line to fill key spots, etc. - this is SOP for campaigns.
I seem to recall, the first couple rallies that had “Q” presence, some of the folks POTUS then gave air “Q”s and such were picked from the line and placed in such locations.

At the El Paso rally in Feb 2019, ticket scanned at entry gate to venue parking lot.
At Dallas rally, ticket not scanned nor requested.
El Paso rally was all about the wall.
Dallas rally was about reelection.
Maybe different tactics now for 2020.

Add that to online registering for rally tickets and he gets a good snapshot of attendees.
