Those responsible for security set up a “cage” around the Capitol since the Governor declared a temporary emergency to ban guns on the Capitol grounds. You can ‘carry’ (within the law) just off the grounds. Most people did not want to be “in the cage” - exits are limited and if something bad happens, you’re trapped - literally.
