Absolutely. Only question is timing.
Do it now and it becomes another article of impeachment.
Do it after the Senate trial and it becomes the basis for the NEXT articles of impeachment.
Do it after the 2020 election and after we get the Senate and House for the first 2 years and he gets a break for two years, but Flynn might spend the time before the pardon in jail unless he can stay out on appeal.

I believe if the President pardons Flynn there is no reason for an appeal and one would likely NOT be granted.
IF the President commutes the sentence Flynn can still appeal and once his conviction is overturned he can then sue to recover damages AND his exceptional name.
