If he wanted to be aggressive, his resolution could provide that a vote of 1/3 of the Senate would be enough to dismiss the articles of impeachment, since only 2/3 are required for conviction. If 1/3 think that the articles don’t even meet the standard for presentation to the Senate, there should be no need for the trial.
