Grabbe was not just a conspiracy theorist, rather he is historically the closest person resembling the character of Q. He had inside information from Intel sources, including rogue former CIA agent, Charles Hayes - aka The Angel of Death.
According to Grabbe, Hayes earned his moniker by hand-delivering manilla folders with compromising information that convinced an unprecedented number of congress critters to decide to "spend more time with their families" prior to the 1994 midterms. This information was supposedly obtained through a back door in the ProMIS software created by the NSA.
Grabbe was a Professor at the Wharton School of Business where he taught international commerce specifically dealing with the math and science of encrypted communication used in financial transactions. He wrote a textbook on the subject that was widely used at the time.
I firmly believe that if someone had the time and expertise to catalog the information found on this page and cataloged it as Q-related has been, it would reap huge benefits, because many of the same characters are still in play.
