I think Q is pointing to the fact that the Dems can’t be actively campaigning while handling an impeachment trial? They need to win but can’t campaign to win if impeachment ties up the house.
Only ties up the impeachment managers, no need for the rest to be there or in reality the managers either. The Dems got what they wanted, but like seemingly everything in this farce they won't like the result.
