The president signed the NDAA with all those restrictions, then he wrote a letter to congress telling them that, yes, he's signed it and he is using the money, but he's going to ignore all their stupid attempts (my words, not his - he was statesman-like) to control, limit, hamstring the office of the presidency. He took the money and then told them to go pound sand.... :D
He keeps doing that with legislation he signs - they will of course go after him later claiming he violated the law, but he is putting on record that they have no legal basis for enforcing those limitations.
