President signs NDAA which includes Congressional restrictions on transfers from Guantanamo. None of the GTMO changes, such as medical transfers, new facility funding, televising military commissions, or summary contempt power made it into final NDAA.

The president signed the NDAA with all those restrictions, then he wrote a letter to congress telling them that, yes, he's signed it and he is using the money, but he's going to ignore all their stupid attempts (my words, not his - he was statesman-like) to control, limit, hamstring the office of the presidency. He took the money and then told them to go pound sand.... :D

He keeps doing that with legislation he signs - they will of course go after him later claiming he violated the law, but he is putting on record that they have no legal basis for enforcing those limitations.
