An indictment in the criminal system isn’t an indictment if not sent for prosecution. the analogy holds here, backed up by the Constitution specifically saying both Chambers are involved in the process. If the House is voting on something that doesn’t have the force of law, and doesn’t send it to the Senate, that’s a House Resolution, not a constitutional impeachment.

A person hasn't been indicted until an indictment is sent to the prosecution. The same also applies for impeachment.
