In Oregon, and I suspect some other states, it is a Concealed Handgun License.

It’s a two-edged sword against We the People.

First, they steal your right to bear arms and rent it back to you IF they find you worthy,

and Second, they milk you for even more revenue by the amount of rent you have to pay on that right.
