I was taught that it is either over or out. Not both.

Over invites a reply. Out means we're done here.

I did not intend to invite a reply as I sensed that anything I said would not be received in an open manner. It seemed to me that his mind was made up and any further discussion would be pointless, Hence ‘over and out’, he could response but would not get an answer, I leave that to others.
