I assume, perhaps naively/wrongly, that if the Demsheviks in VA pass a law as they described, it won’t take effect immediately - don’t laws usually have a date at which it becomes effective? And I also assume that the good guys already are drawing up the legal stuff to instantly shove it up to SCOTUS emergency style.

The sheriff is the ultimate LEO at the county level, the FEDs technically can only operate in a county at the invitation of the sheriff.
