Pelosi and Schiff are essentially asserting that members of the Deep State in Congress or elsewhere in an administration can never be investigated for any purpose.

Pelosi-Schiff Deep State Protection Act

1. The prior administration shall not investigate Deep State actors currently in State/Federal government because, having left office, it lacks legal authority to do so, as well as critical access to classified information and (massive) resources.

2. The current President or others in his/her administration shall not investigate Deep State actors, in future (i.e., electoral candidates), current or past State/Federal government, because such investigation constitutes abuse of power, weaponizes the federal government against political opponents and seeks to broadly damage political parties.

3. Members of the Deep State in federal/state government can utilize unlimited tax payer funds to launch as many lawsuits and impeachment hearing, trials, and education seminars as needed to prevent the exercise of presidential authority and expedite his/her removal from office.

4. Therefore, all members of the Deep State in all administrations past, present and future are above the law.

Amendment I: Deep State actors in Congress shall be allowed to create rules, laws and retain the services of otherwise unqualified persons as needed to eliminate the constitutional rights and Constitutional authority of targeted individuals as needed to ensure the impeachment, indictment, retirement or firing of targets.
