I just looked some of that stuff up and not sure what some of it means.

There should not be a gold star at the bottom of the jacket sleeve.

Gold Star on sleeve means line officer:
Line exercises general command authority and is eligible for operational command positions, as opposed to officers who normally exercise command authority only within a Navy Staff Corps.

does CDR get to wear the star on the sleeve?

There is a gold star for line officers with stripes to indicate rank for dress blues.

There is NEVER a gold star on the sleeve of Dress Whites and the shoulder boards indicate line/staff plus rank.
