We have places in our town that will take homeless but there can be no drug use, so they chose the cold.
I would take exception to the mentally ill. We used to keep them in safe housing, for societies sake and their sake. Unfortunately we just medicate them, they often don’t take their meds and can end up being very expensive when they keep returning to the emergency rooms or jail.
We really could do a better job in that area, preventive med would be to place them in a safe place, less costly and more humane.
IIRC back in the 80’s the courts, probably liberal, ruled that we couldn’t incarcerate in institutions, against their will, the mentally insane.
So they were all turned lose onto our streets, that is really humane, isn’t it?
