Nancy Pelosi won't commit to sending the House Democrats' sham articles of impeachment over to the Senate. So what would happen if she doesn't send them over at all during the term of Congress? Can they be carried over?

One Congress cannot bind the next one.
These articles die in early January, 2021 if not transmitted to the Senate.
