The previous New York Times leak said that Horowitz would conclude that they had a legal justification for opening the probe but that it was a low bar to meet. It sounds like AG Barr disagrees that they even met that low standard. Buckle up!

So if the WAPO leaks are true, AG Barr is happy with the Horowitz report but disagrees on a key issue that AG Barr has more information on than Horowitz does.
