I just copied this from the rules of impeachment:
after impeachment....the House will adopt a resolution in order to notify the Senate of its action. After receiving the notice, the Senate will adopt an order notifying the House that it is ready to receive the managers. The House managers then appear before the bar of the Senate and exhibit the articles of impeachment. After the reading of the charges, the managers return and make a verbal report to the House.
I'm thinking it's in this phase that the House could gum things up. This happened recently in the Philippines (they have a Constitution similar to ours and Impeachment rules like ours). The House impeached but did not transmit to the Senate so the Senate had no authority to hold a trial. Here's a passage from the Philippines article:
The Senate will only convene as an impeachment body and the ball will only start rolling when the impeachment articles are already transmitted by HOR to the upper chamber," Escudero said. According to Escudero, it is not for Senate to decide yet whether they will proceed with the impeachment trial or not since the articles of impeachment are still with the HOR. Without it, Escudero said, the Senate, as a passive body that only acts on motions, requests and petitions, cannot act on its own.
