I know a guy whose brother actually stabbed him with a ceremonial sword - right through the liver. It was shocking, but he lived after several surgeries. His brother paid a price, but they are still brothers and he was forgiven and the family is still intact.

If he is to be extended mercy, then the league & the helmet-attacked quarterback should or could extend him that. But if they do, and he still receives "very tough penalties," that's hardly "merciful." (So, please: Don't redefine "mercy" here).
If, on the other hand, he is given "very tough penalties," how would that exactly be "merciful?"
