Licensed for 6; cared for 26. That’s 4.3 times the profit. Bets they don’t get her on much. Think they’re still trying to find charges. Best might be too few caregivers. Two for 26 kids seems a bit few.

Perhaps tax fraud? She’s probably not reporting.
A friend was a childcare provider. She had an ECC certificate. I think the number of children you can provide care for relates to the training of the care giver and the size of the facilities re safety. For example, the hidden basement would probably not be a fire safe place to stash kids. Possibly too many kids for fire safety in a windowless room not evaluated for earthquake or other/overall safety? Then there’s the lying to the police part.
The fact the police removed the kids and sent them home may signal “This isn’t safe”.Or an excess of caution.
Maybe nothing, may go as far as child endangerment if this is intentional, lied about and hidden, in a (yet to be determined) unsafe environment.
