I think there is a logical order, or at least it seemed that way. Horowitz refers, later, Durham indicts. But as the investigations progressed, the timing of "report" and "indict" could merge or even cross over, with Horowitz lagging.

I don't think it was clear, and likely still isnlt clear, that Horowitz is as little help as he can get away with.

It's amazing to me how many out of order things are allowed to go with bizzare remarks (if any) in protest. House doesn;t assert its impeachment authority, and the compliant is "but they are working in secret," and then a court says the House has invoked its impeachment authority.

Biazaaroland, Just like SCOTUS hallucinating things into the constitution. I refuse to be governed by raving lunatics. This government has no claim to legitimacy.

I believe Durhams is a separate investigation outside of Horowitz.
