Why would the criminal targets get to see the Report, I wonder? They are not yet in court, where the defense is then lawfully permitted to be made privy to the evidence against their client. I don’t quite follow.
This happened with the IG report last year on Clinton e-mail investigation - when the report is complete, the IG gives copies to counsel for people who are mentioned in the report. They then have the opportunity to submit rebuttals which the IG will consider in possibly modifying the report before it’s published in final form. We seem to have passed that window without leaks suggesting there was nothing helpful to the Deep State in that exercise. TBD of course ;)
