Barr can just treat Horowitz as the speedbump he is. Barr has all the power. Horowitz is little more than an extension of the press. Barr doesn;t need Horowitz, and he need no care about stepping on Horowitz toes - meaning the fact that Horowitz is looking is not a reason at all for Barr to give Horowitz space.

And as we see in Engel's reply to Horowitz, the DOJ thinks Horowitz is an irrational and illogical putz.
