I think you will see Wray’s behavior change dramatically after there are indictments. Congress has no real power other than to de-fund an agency, which ain’t gonna happen to the FBI. (Holder made this abundantly clear, if we needed reminding.)
We “Know” what happened; but Barr and Durham are now preparing evidence of specific crimes that will hold up in court and obtain convictions. Wray knows that if he doesn’t dot all the i’s and cross all the t’s with respect to the process protections for certain individuals (Comey, McCabe, Strzok etc.), then he could compromise their eventual trials.
