Somewhere in the tiny bowels of a pin drive floating around on my so-called desk is a file of quotes, mostly from founder types, of why our consitution will only work with a religious population. Why religious values are the foundation of a peaceful civilization, etc. Exactly what Barr recently said at Notre Dame.

Any society/government based on atheism will immediately, and invariably, devolve to dog eat dog of the very worst kind of barbarity.

I totally agree.

However, every form of government devolves into cruel evil (if it didn't start there), because of the pernicious presence of inherent evil as part of the human condition. Some are more prone to surface the evil obviously & sooner than others. But all end up in the same cruel satanic cesspool.
