I suggest Roku. There are a good number of just weather, sports, news channels AND they have a decent number of family oriented/kid safe channels. And the new models are very fast and easy to set up.

Some situations are not cut and dried.....some elderly parents are very sick, bedridden and or in hospice. It may be the last few months on this earth. I chose to make my mom comfortable and happy. If that meant she wanted cable and a variety of viewing options, then so be it. No my house my rules in that situation.

Put up an old-school antenna with a digital tuner and see what you can get.
At my house with that rig I can get 52 channels. Mostly ones like MeTV that show reruns from a time before our civilization imploded.

I recently saw one of their cop shows where a prosecutor was arguing that the best way to decrease crime in Vancouver was to legalize prostitution.

Id also like a way to limit hours. If you have the latest equipment from your cable provider, you maybe able to do both TV and Internet. Mine does.

Top 10 Christian Roku Channels
Get a Roku box (~$40 one time). You can connect it to the ONE TV you want to control. You can put that TV anywhere you receive a wifi signal.
You can create a PIN with a Roku account that will prevent someone from downloading additional channels without your say.
As for auto-disable during certain times. That might be a bit trickier. If you're a bit techie, you could go into your internet router settings and set authorization for your TV's MAC address to be enabled during those times, but that might be a bit complicated.
The easiest way if you want TV "out" after 10PM or something would just be to pull the plug on your internet router and cut EVERYTHING off after 10.
If you want live sports, you'll need to go the digital antenna route (~$40 one time).

If I were a Vatican II Catholic, yes, I would be pretty worried about my secular commie pope (who is an anti-Christ). Being a truly traditional Catholic, however, I need not worry about the man, but rather seek to convert all men to the true Church and true Popes from Saint Peter through Pius XII our last true pope (d. 1958).

Many newer TVs have “parental controls” built in. You set the rating level, TV-G, TV-PG, etc.
As stated by others, over the air antenna is the cheapest way to go if it works for you.

No. I wouldn't say so. You could restrict to one CHANNEL. But not one program on one channel.
