Every new Congress has to adopt rules at the beginning of the session. Usually they just continue the rules that were in place in the previous session, but they can modify any that they want to.
Pelosi modified them back in January of 2019, and very few people noticed it.
Sundance, at Conservative Treehouse did, and has been pointing it out ever since then. Here's his article from January 2, which has the most detail on the actual rule changes.

Saudi Crown prince indicates that SA has blinked following the Iranian attack on its oil facilities. Over the weekend he stated that SA is not planning any military response but trying to work out other pressures on Iran.
SA militarily is a soft country. Its citizens get oodles of money from oil and have no desire to get their fingernails dirty doing anything. To engage in a regional war with Iran would force them to put up and the crown prince knows they are too soft to carry out such a war without extensive support from others to do the heavy lifting.

I skimmed the article - no time at the moment - seems like a good article about the changes, but no evidence as to WHO helped/assisted. It has been noted that the whistleblower complaint [sic] was written or assisted by a lawyer.
So until something is made public, no one knows WHO did this. Well, some people know but not us and not the writer.

I quickly tried to scan Sundance’s article claiming that the House did change impeachment process rules but it is dictionary length and turgid. I still don’t know for sure, did the House legally change the rules for the impeachment process or not?

The Rules are loose for process, and unfortunately even for what constitutes impeachment, but nothing actually moves to declare impeachment, without first a prevailing vote either for or against it, by the whole HOR.
The US SENATE seems to be declining to dignify the House Clown Show, with any likewise responsive action and no panic whatsoever, so far.
I’m liking that idea, more and more.
