This sounds worse than the Chinese system. This sounds like they are moving in to take the kids before a crime is committed because of "the environment the kids are in". Unacceptable environments:

• Mother is a drug user
• Mother's new boyfriend is a rapist
• Family members are all gang members.
• They live on the wrong side of town.
• They live across the rail road tracks.
• A parent voted for Brexit.
• They are home schooled.
• A liquor store opened next door.
• Family has unacceptable religious beliefs.

• Some environments really are red flags and need evaluation. But who watches the watchmen?
