That possibility seems to stem from an incongruity how can smart people NOT see that Q is legitimate?

There is a lot simpler explanation. Q is waiting for 8chan to come back up. Without 8chan there is no simple way for Q to verify his authenticity.
Last week the owner of 8chan, Jim Watkins, was asked directly about Q and said he had no idea who Q is, and that 8chan is, after all, an anonymous forum.
Accepting what Mr. Watkins said is true, then there is no direct contact between Watkins and Q, and therefore Q is waiting (just like everyone else) for 8chan to go back on line.
That's the simple explanation. Many more complicated ones can be constructed, but are not needed.
