I think the letter had to be written to head off continued use of this tactic going forward. In the meantime, it’s another lesson to the public that Democrats don’t “do” rules.

What the RATS "do" is play the government power game. That's how they view success in life, how they hope to gain wealth, how they attempt (unsuccessfully) to justify their existence.
