This man (obviously) has serous problems. Why is he clutching panties in a manner that would get him caught, rather than sitting in his car reading briefs and looking innocent, or just driving away? This makes no sense except that the guy is a nut, of course.
If he were a judge in Japan, he could have purchased the item(s) of interest from a vending machine.
