Eye witnesses are notoriously all over the water front in terms of their perceptions--what they thought they saw about an auto accident or anything else. Their memories are also quite diverse & somewhat malleable.
Throw in tech ways to manipulate thoughts as well as perceptions fairly wholesale--and I don't think eye witness accounts are anything near solidly reliable.
Technology can now induce fairly specific dreams and implant 'memories' of things that never occurred.
Someone who lives in DC and worked around there for decades was driving to and from the Pentagon that day. He saw wreckage and plane parts etc.
