As for the algal bloom, I recall that being more of a temperature discussion rather than nutrients from the HVAC exhaust it was more like heat from the exhaust making different algae grow in that spot.
Also discussed by anon was your implied, but not stated, drainage. Sewage.

The stuff on LSJI is not a stemmed plant, but definitely a cellular form of algae -- which flows and floats with the surface, and breaks up into floating "scum" patches which slowly disperse as they drift away from shore. This flow/wave motion behavior is very obvious in drone videos. [FWIW, as a physical chemist, I seldom admit that I also have a BS in biology...] '-}
When viewing over a span of time, I believe I can see at least one consistent "point source" very near the beach.
