Especially on Lois Lerner, but to be honest, I think Trump’s transition was chaos for him, with back stabbers and vicious leakers, and eventually stuck with a wing clipped, impotent AG, he was unable to stop the clock and investigate those weaponized departments, because he was fighting for ground to save his very presidency.
