I think Grimmy may have meant the oldest boat works? But you can absolutely bet that those who built Göbekli Tepe had the technology to also build boats. It would have been the same culture that was occupying settlements such as Nevali Cori on the Euphrates and Körtik Tepe on the upper Tigris.
