I have a security cam linked to a PC in my home, with footage going to a hard drive. It rolls over once the HDD is full, and older files are overridden first.

That's the best way to do it. The only reason to use a cloud-based service is to leverage functionality only available in the cloud. Storage is cheap and there's no need to use someone else's.
