Heat images reveal the heat bloom from grow lights. It’s a way to spot local pot cultivation.

A heat map is pretty much what you'd think it is - a map with some kind of data overlaid on it. In this case it would probably be Google Maps with a symbol showing the location and direction of every Ring camera, which is to say there would be concentrations in suburbs and not so many down in the hood. Cops could pull up the heat map and see if there are cameras in the area where a crime was committed or where someone might have travelled before or after, and then they could go request that video.
Typical heatmap just for reference - the one's they're talking about would be city or neighborhood-sized:
