I had that thought too. Then I figured she was out of office, and she's also careful to avoid making orders directly, always using a go-between. Comey is a Clinton cut-out, but so is Lynch (see tarmac meeting).

I also thought maybe it was Lurch (J F'n Heinz Kerry), but considering the context of Byrne's contact, State Department seems unlikely.
