In that kind of country (like the UK) you can have one party be the ruling party, meaning they have a majority of the representatives; or you can have a coalition rule in which two or more of the parties agree to support the candidate, and then the cabinet positions are apportioned to the ruling coalition blocs according to their strength in the parliament.
